What is a Safety Fitness Certificate?

Anyone seeking to start a trucking or busing business may be required to obtain an Alberta Safety Fitness Certificate. A Safety Fitness Certificate (SFC) authorizes a carrier to operate one or more commercial vehicles under the National Safety Code (NSC) program in Alberta. The SFC may be issued under the name of their company or their personal name. 

It is the carrier's responsibility to ensure they receive a Safety Fitness Certificate with the proper Operating Status. 

What is Provincial Operating Status?

A commercial carrier must apply for a Safety Fitness Certificate with a "Provincial" Operating Status if:

  • They operate only point-to-point within Alberta
  • They operate a commercial vehicle that is registered for a weight of 11,794 kilograms or more
  • They operate a commercial vehicle with a manufacturer's seating capacity originally designed for 11 persons or more, including the driver

 A commercial carrier with a Provincial Operating status is required to follow transportation safety regulations

What is a Federal Operating Status?

A commercial carrier must apply for a Safety Fitness Certificate with a "Federal" Operating Status if: 

  • They operate both within and outside of Alberta (e.g. in multiple provinces, territories or states)
  • They operate a commercial vehicle that is registered for a weight of more than 4,500 kilograms
  • They operate a commercial vehicle with a manufacturer's seating capacity originally designed for 11 persons or more,  including the driver

A commercial carrier with a Federal Operating Status is also required to follow federal transportation safety regulations (e.g. Commercial Vehicle Drivers Hours of Service Regulations).

Every carrier has a responsibility to follow transportation safety laws. Where a carrier poses a risk to public safety, the Alberta government may take intervention action(s) to create positive changes that support improved safety and compliance.
